Dear Postgraduate Students,

The application of the Postgraduate House (PGH) accommodation for the 1st semester of Academic Year 2021/2022 is now open for current postgraduate students. Details of the PGH Student Accommodation Application for 1st semester of 2021/2022 are as follows:

Before submitting your application, please read the below information carefully to ensure you understand thoroughly the arrangement of the application.

B. Important Points to Note:
    I. Late applications will NOT be accepted.

    II. Since there are not enough bed spaces in the PGH, the University can only ensure accommodation for the year-one postgraduate students who do not have a residence in Macao. The remaining bed spaces are not enough for all students. The Student Resources Section allocates bed spaces according to the “PGH Resident Rules” and the “Guidelines for Assessing the Applications for UM PGH Accommodation”, both of which were announced recently and are attached. Students who are not offered bed spaces are required to arrange off-campus accommodation themselves. For off-campus accommodation information, please refer to Student Resources Section (Student Housing) website (https://srs.sao.um.edu.mo/).

    III. The Student Resources Section (SRS) will allocate bed spaces according to the approval criteria stipulated in the “Guidelines for Assessing the Applications for UM PGH Accommodation”(attached).

        Remarks:
        1. PGH points calculation period: 18 Apr 2020 to 10 Apr 2021
        2. PGH points will be reverted to zero on 11 Apr (00:00).
        3. Students who have zero or negative PGH points are not included in the above table. The above data, which is as of 29 Mar 2021, is not final. PGH points gained between 30 Mar 2021 and 10 Apr 2021 (cut-off date) will still be counted towards the present application.
        4. The above table includes all students who have PGH points. Some of them may not submit an application. The final PGH point rankings will include only the students who submit an application. For details of what role PGH points play in the application, please refer to the “Guidelines for Assessing the Applications for UM PGH Accommodation”.

    IV. Arrangement of single room / suite allocation:
        - For current PGH students who are staying in the single room and suite, they have to move out by 20th Jun 2021. All single rooms and suites (including medical reasons) will be allocated all over again. Student have to apply for single room and suite again if they would like to stay in the same room type. Rooms are not guaranteed and are subject to the final approval.

        - Priority of single room will be given to PhD students first The remaining single rooms will be allocated to eligible applicants according to the PGH Points. When two or more students have the same number of PGH points but there are not enough bed spaces, lucky draw will be employed to decide who can have the bed space.

        - If PhD students do not apply for a single room in this application, their request made at other times for changing to a single room during AY2021/2022 will not be entertained.

        - SRS will assign the single room to the successful applicants randomly and no change of single room is allowed.

    V. Arrangement of share room allocation:
        - For current PGH students who are staying in shared rooms, they can find a roommate by themselves. They can be arranged together to stay in the shared room for the summer stay and for the 1st semester of academic year 2021/2022, subject to the availability. However, both students are required to submit their own applications and be consistent with the roommate's information. In case any inconsistent information has been found, both students cannot stay together and will be allocated randomly by SRS.

        - For current PGH students who are staying in shared rooms, if they cannot find a roommate to stay with during the summer stay and/or the 1st semester of academic year 2021/2022, as announced earlier, the Student Resources Section (SRS) will assign a roommate for them or relocate the applicants without roommates to other shared rooms.

    VI. For current PGH students who do not apply or do not get approval for the bed spaces for the 1st semester of academic year 2021/2022, the last move-out date is:
        Non-summer stay applicants: 20 Jun 2021 before 14:00.
        Summer stay applicants: 31 Jul 2021 before 14:00.

    VII. Students must reserve the move-out procedure at the PGH Management Company (S3-G003) at least 72 hours (3 days) before the move-out date, if not, a handling fee of MOP500 will be charged. Receipt will be issued by the Management Company after the appointment is made (please keep it for further reference).

    For example, if a student would like to move out on 31 Jul (11:00am), s/he shall make the reservation via the Management Company on/before 28 Jul (11:00am).

    If students do not move out from PGH by the date stated in Point B-VI, besides residence fee, overstay penalty (MOP440/suite/per night, MOP220/single room/per night and MOP155/student in a shared room/per night) will be imposed until the completion of accommodation application or move-out procedure. Moreover, their room cards will be de-activated and an eviction order will also be issued to the overstayed students.

    VIII. In general, room changing application (change to single room/ to another shared room) for the 1st semester of 2021/2022 academic year will be open in Aug 2021 subject to room availability. Any room changing request received before/after the room changing period application period will NOT be entertained.

    IX. According to Article 39 of the Personnel Statue of UM and Article 9 of Chapter 7 of Regulations of the Personnel Affairs of the UM about the attribution of housing subsidy, UM staff is not eligible to receive the housing subsidy when he/she successfully applies for the housing provided by UM or any public entities, including the Student Dormitory (i.e. Postgraduate House).

    X. Room assignment is arranged by SRS. For any room with vacant beds, SRS reserves all rights to assign other students to them at any moment.

C. Application Procedure:

    II. Fill in the on-line e-form;
    III. Ensure the application information is filled correctly before submission as changes are not allowed once the submission is made.
    IV. Upon completion, click "YES" to submit and you will see this "GREEN TICK" for successful submission;
    V. Students will receive a confirmation email in their UM student email accounts after the application form is successfully submitted.
    VI. If NO confirmation is received, which means the delivery of application is unsuccessful, students should contact SRS to review the application and re-submit it again. Otherwise, the application will not be entertained after the application period.
    VII. Applicants with Macao Resident Identity Card who do not have residence in Macao must also fill out the “Declaration of No Residence in Macao” and send it to sao.pgh@um.edu.mo. For late / lack of submission of the declaration, application will not be entertained.
    Notes for Application Procedure:
      a) Each applicant can only fill in one (1) application form. If more than one (1) applications are received, only the earliest submission will be taken into account.
      b) Students should read and fill in the form carefully and completely.
      c) Please ensure the application information is filled correctly before submission as changes are not allowed once the submission is made.
      d) For any missing fields, the alert will pop up at the top-left corner.
      e) This form serves as an application only. The final arrangement is subject to the room availability.

D. PGH Residence Fee:
The University reviews and adjusts the PGH residence fee regularly. The last adjustment was made two years ago, for the academic year 2019/2020 and onwards. Recently, the University has adjusted the PGH residence fee to mainly cope with inflation. The new residence fee is shown as below and applies on the academic year 2021/2022 and onwards.

    Notes for PGH Residence Fee:
      a) Students whose application of PGH accommodation in the 1st semester of academic year 2021/2022 is accepted will be required to pay their residence fee within the payment period stated in the schedule under Point A.
      b) If NO residence fee is received by the payment deadline, the application will be cancelled automatically and NO bed space will be reserved.
      c) Students, who have paid the PGH residence fee and decided NOT to move in / stay in PGH in the 1st semester of academic year 2021/2022, are required to send a written request to Student Resources Section (SRS) for approval. For the amount of refundable residence fee, please refer to "PGH Refund Terms and Conditions".
      d) For students who have paid the PGH residence fee and decided to move out from PGH within the PGH residence period, PGH residence fee will be refunded in proportion to students ONLY with reasons of graduation, exchange, medical issues (with medical certificates from hospitals in Macao). For the amount of refundable residence fee, please refer to "PGH Refund Terms and Conditions". No refund will be given to the students who check out without the said reasons.

B. 重要事項:
    I. 任何逾期申請將不獲受理

    II.由於宿位有限,本校只確保第一年修讀一年級且在澳門地區沒有住所的研究生之住宿。餘下的宿位不足以分配予全部研究生。學生資源處將根據最近公告的《研究生宿舍住客規條》及《澳門大學研究生宿舍住宿申請審批指引》安排宿位(見附件)。不獲安排宿位的學生需自行安排校外住宿。有關校外住宿的基本資訊,請參閱學生資源處(學生住宿)網頁(https://srs.sao.um.edu.mo/)。

    III.學生資源處將根據附件《澳門大學研究生宿舍住宿申請審批指引》第二條中規定的審批準則分配床位。

        3. 上表不包括宿舍積分為0或負分的同學。上表數據截至2021年3月29日,並不是最終數據。同學於2021年3月30日至2021年4月10日 (積分截止日) 獲得的積分仍會計入是次申請。
        4. 上表包括所有有積分的同學,其中一些未必會遞交住宿申請,最終的積分排名只會包括遞交住宿申請的同學。具體的審批準則由 《澳門大學研究生宿舍住宿申請審批指引》規範。
    IV.單人間及套房分配安排:
        -目前單人間及套房宿生需於2021年6月20日或之前遷出,所有單人間和套房(包括健康等個人原因)將重新分配。如果申請人需要住同一房型,必須再次申請單人間或套房,分配以最後確定名單為準。

        -單人間分配將以博士生優先,其次以研究生宿舍積分高低次序分配予合資格申請人,當出現同分但空餘房間數量不足時,將以抽籤方式作決定。

        -博士生如本次未申請單人間,於2021/2022學年住宿期間提出之單人間轉房申請將不獲受理。

        -單人間將由學生資源處隨機分配,獲分配單人間的申請人不允許更改房間。

    V. 雙人間分配安排:
        -目前住在雙人間的宿生可以自行配對室友。視房間情況而定,暑期和2021/2022學年的第一學期住宿將安排同學至同一雙人間。兩名學生必須分別提交個人申請並與室友的信息保持一致。如果發現任何不一致的信息,則兩個學生不能安排至同一房間,並由學生資源處隨機分配。

        -如目前雙人間宿生未能配對暑期和2021/2022學年的第一學期室友,學生資源處將為其重新分配至另一雙人間或安排新室友。

    VI.若宿生沒有提交2021/2022學年第一學期住宿申請或申請不被受理,其最後的退宿日期如下:
        非暑期住宿申請人: 2021年6月20日14:00之前。
        暑期住宿申請人: 2021年7月31日14:00之前。

    VII. 宿生在正式遷離研究生宿舍前,須至少提前三天於管理公司預約遷離手續及填寫研究生宿舍遷離宿舍表,成功預約後將收到管理公司發出之收據 (請保存以作記錄)。

    例如:同學計劃在7月31日(上午11:00)遷離宿舍,他必須在7月28日(上午11:00)或之前到管理公司預約退宿,否則,將被徵收$500行政費。

    如果宿生未能在在B-VI點規定的日期或之前離開研究生宿舍,除住宿費用外,將被要求支付逾期遷出費直至相應手續辦妥為止(澳門元440 /套房/每晚,澳門元220 /單人間/每晚和澳門元155 /雙人間/每晚)。此外,宿生持有的房卡將被停用,且宿生將勒令立即遷離宿舍。

    VIII. 轉房申請 (申請轉往單人間或其他雙人間) 一般於8月 (第一學期)舉行,但需視乎房間供應情況而定。於轉房申請期間以外收到的任何轉房申請將不獲受理。

    IX.按照《澳門大學人員通則》第三十九條及《澳門大學人事管理規章》第七章第九條,澳門大學工作人員若於享有由澳大或任何公共實體所提供的房屋(包括學生宿舍,如研究生宿舍)則無權享有房屋津貼。

    X. 房間分配由學生資源處安排。對於任何空置床位,學生資源處保留任何時候分配床位之最終決定權。

    VII.持有澳門特別行政區居民身份證但在澳門地區沒有住所的申請人需同時填寫“在澳無住所聲明書” 並電郵至 sao.pgh@um.edu.mo,,欠交此聲明者之申請將不獲受理。
    申請手續須知:
      a)每名申請人只能填寫一份申請表。 如果收到超過一份申請,則以第一份申請為準。
      b)請仔細閱讀並填妥表格。

D. 研究生宿舍住宿費用:
大學定期調整研究生宿舍的住宿費。上一次調整是在兩年前,調整了2019/2020學年及之後的宿費。最近,大學再檢視宿費並作出調整,調整主要是爲了應對通貨膨脹。新的住宿費(見下表)將於2021/2022學年生效。

    住宿費用須知:
      a)若申請人的2021/2022學年第一學期住宿申請獲臨時受理,學生必須在A點時間表中列明的繳費期內繳納住宿費用。
      b)校方如果在繳費期限前未收到任何住宿費用,申請將被自動取消,且將不保留床位。
      c)學生若已繳納住宿費但決定2021/2022學年第一學期不入住或不續住,學生應在住宿期開始之前通過書面郵件通知向學生資源處取消研究生宿舍的住宿。有關退款事宜,請參閱 《宿費退款條款》。
      d)若學生已繳納住宿費後決定在住宿期內退宿,住宿費用僅退還予因下列原因退宿的同學:畢業﹑外出交流﹑醫療原因(需附上由澳門醫院發出的健康狀況證明書)。因其它原因退宿的學生,住宿費將不獲退還。
