In order to streamline the administrative procedures and shorten the time required for procurement of IT equipment and services, upon the approval of FMC on 10 February 2021, the amount that units can prepare the justification and recommendation on their own without ICTO's technical comment for purchase or leasing of IT equipment or service is increased to MOP50,000. the related arrangements are summarized in the table below:

* The proposal shall include but not limited to the following criteria:
- A preliminary study report for determining the problem;
- A feasibility study report;
- A detailed specification or other detailed explanation of the relevant documents;
- A technical-economic study after analysis of the answers or bids to the referenced documents.
In addition, for purchasing or leasing the maintenance service of IT equipment and system, purchasing the technical support service of IT related areas, renewing the software license and subscription, ICTO’s comments on the related justification and recommendation are not required. However, when the requested items belong to network devices, ICTO’s consensus is required before further procurement process.
