Dear Colleagues,

In accordance with the guidelines (Attachment 1) and the supplementary guidelines (Attachment 2) of the Public Administration and Civil Service Bureau (SAFP), the University will resume office starting on 17 February 2020 and maintain the basic services and operations during 17 to 21 February 2020. Based on the work nature, quantity and environment of each unit, the unit head may arrange part of staff members to work in office, to reduce the risk of spreading the infectious disease. For staff members who are not assigned to work in office, it will be considered as justifiable absence in accordance with Article 13 of Chapter 1 of the Rules of the Personnel Affairs of UM.(Attachment 3) Unless it is urgent and necessary, they should stay at home and avoid going out in order to fulfill staff’s obligation.

Work arrangement for UM staff members during the above mentioned period is as follows:
  • Academic Staff Members
    All academic staff members should continue to discharge their job duties including among others delivery of distance teaching and supervision of postgraduate students. Meanwhile, each staff member shall be well prepared to resume duty on 24 February 2020.
  • Research Staff Members
    In accordance with "the 2nd important notice to all UM staff members and students on teaching, learning and research arrangements" issued on 1 February 2020 by the UM Task Force for Pneumonia Prevention and Control (Attachment 4), research staff should not return to the campus without approval and should work at home. Those who need to return to the campus for special reasons need to seek approval from the Vice Rector (Research) via their supervisors and faculty deans. Staff members who return to the campus without approval should leave the campus immediately.
  • Administrative Staff Members
    In order to maintain units’ basic operations, unit heads may arrange not more than 50% of administrative staff members to work in batches and at different time slots based on the actual operation needs, as well as reduce the number of staff members who are required to work in office. Staff members who are not assigned to work in office shall work at home during this period.


Lastly, it is important to note that:
  1. Staff members who are currently residing in Mainland China should follow the announcement of the Higher Education Bureau (DSES) (Attachment 5) to undergo a 14-day self-quarantine after they enter Macao.
  2. Staff members who are unable to return to Macao / required to self-quarantine and are required to work from home, their work arrangement will be assigned by respective supervisor, and their work record (such as date, duration and work content) shall be endorsed by head of unit and to be kept properly as supporting document.
